Senate, through us committee on Commerce, in refudDg to recommend the confirmation of Dr." Crum, a negro, and Collector of the Prt of Charleston, S. C, is re garded as a remarkable celebration of Lincoln's birthday by the republican maj rity. Following closely on the public utterance of Secretary Root, that negro suffrage has proven a fail, ure, the action oi the Sena'e is regard ed as ot peculiar significance. The Tumped up charges, that Crum proved a traitor to General . Harrision in the Minneapolis convention, were never proved and the refusal ot the Senate to confirm the nomination of the Presi dent wis based solely on the ao. pointee's color. Or to state the mat ter more correctly, on the belief by a onprity of the committee, that the ap pointment of a federal officer obnox ious to a mz rity of the oeoDle with vh im he wouid have to do busme'S was ill advised. The point was made that a Co lect- r of customs d ff;red ' rom a postmaster iu that, even in a community largely colored, the former would have to transact his business wholly with the whites while in such a community the maj rity of the patroas of thepcstcffice m'ght be black. Much has been made of the fact that Senator Nelson was absent from the committee when the vote was taken, tut the fact is known to your correspondent that Mr. Nelson knew the vote was to oc cur and he deliberately remained away as he did not wish to vote for Crum and yet hesitated to vote agains'. him. Had his vote been necessary to insure Crum's defeat he would have been present aDd voted nay. - Great credit is being claimed for the President and his party for the anti trust legislation accomplished at this session of Congress and yet, to those acquainted with the inside history of the sessioo, it is known that the Pres ident his receded from the strong po sition he assumed about the first of the year and has attempted to make the best ot wholly inadequate and unsat istactory legislation. Like the razrs which were made to sell and not to shave, the anti trust legislation passed at the short session of the Fifty-seventh Congress has been enacted for political effect and not for the control of the trusts. The publicity provisions of the Nelson amendment are farcical and will in no way effect the trusts already in existence. Their only possible use fulness will be to demonstrate the un reliability of some of them get rich quick schemes which are being con stantly exploited; but when it coTies to the great combinations of capital which unhesitatingly use their wealth to debauch legislators and even make and unmake political parties, they will prove useless. Even the Elkins bill, which was supported by most of the democrats in the House and received no dissenting vole in the Senate, abol ishes the criminal provisions of the present status and leaves only a fine as he penalty for infraction. The dem ocrats voted for the bill because they believed it a step in the right direction, although a very short step Minister Bowen has brought to a successful conclusion the negotiations with Germany, Great Britain and Italy, and has secured for Venezuela as fav orable terms as could be expected. The greatest triumph of Mr. Bowen's diplomacy, however, lies in the fact that he has forced Germany to show her hand and demonstrate to the world that, her alliance with Creat Britain, she was actuated solely by selfiih in terests.
